President David M. Gordis appointed two new vice presidents this spring as part of an ongoing restructuring of the College's Department of Development. Harriet J. Winer has been named Vice President for Leadership Gifts, and Albert G. Effrat has been designated National Vice President for Development.

In their new roles, Winer and Effrat will focus on advancing the College's goals for Phase Two of its $100 million capital campaign, launched earlier this year. The far-reaching initiative will raise funds to complete the construction of the Newton Centre campus and expand the College's educational and community programs.

These postings support changes made to the Department in April, including the hiring of Director of the Campaign for Hebrew College Jonathan Kappel and the promotion of David Chivo to Director of Development.

"These appointments bring Hebrew College a team of gifted and highly experienced people who are committed to building national support for the College's ground-breaking approach to Jewish education," says Gordis. "They join us at a very exciting time as we continue moving forward with Phase Two. I know that Al and Harriet will be integral to our success, and I welcome their arrival and look forward to working with them."

Most recently, Winer was the principal consultant of HJ Winer & Associates, a Boston-based consulting firm focused on nonprofit management and campaign planning, where her clients over the past ten years have included the Boston Biomedical Research Institute, Cambridge Family and Children's Service, Mount Auburn Hospital and the Jackson Laboratory. During that time, she also held positions as director of development at the Whitehead Institute for Biomedical Research, from 1994 to 1998, and prior to that as executive director of the Brandeis National Women's Committee. She is a graduate of Boston University.

Effrat joins Hebrew College after 12 years as southern regional director for the American Society for Technion-Israel Institute of Technology. From 1987 to 1991, he was Florida regional director and, later, national director of special projects in Washington, D.C., for the American Israel Public Affairs Committee. In a professional career of service to the Jewish people, he has served community federations and community centers in Binghamton, N.Y.; Harrisburg, Penn.; and Waterbury, Conn. He holds a BA from Rider University and an MEd from North Adams State College. A resident of Pembroke Pines, Fla., Effrat will maintain his home base in Florida while traveling on behalf of the College.

Responsible for overseeing Phase Two of Hebrew College's Capital Campaign, Jonathan Kappel was formerly the director of development at Clark University for eight years, where he also served as director of the annual campaign. A member of the Executive Committee of Temple Beth Shalom in Needham, Mass., he has a BA from Clark and is a 1996 graduate of the ADL Leadership Institute.

Prior to becoming Director of Development, David Chivo was director of major gifts and planned giving at Hebrew College for two years. From 1998 to 2002, he was assistant director of the New England Region for the American Society for Technion and served as development officer for Combined Jewish Philanthropies from 1995 to 1998. He has an MA and an MS from Brandeis University and a BA from the University of British Columbia.
